

Every community deserves to feel safe, informed and supported. Yet during an emergency, valuable time can be lost when residents, patrollers, security companies, emergency services and law-enforcement agencies are working through separate communication channels.
Community JOC, or Community Joint Operations Command, has been established to help close this communication gap.
Community JOC is a community-safety coordination initiative that brings together existing role-players, including the South African Police Service, Community Policing Forums, neighbourhood watches, private security companies, first responders, fire and disaster-management organisations, businesses and members of the public.
Our purpose is not to replace SAPS, emergency services, CPFs or security providers. Our role is to help these organisations communicate and coordinate more effectively so that information can reach the correct responders as quickly as possible.
Through a 24-hour operational network, Community JOC supports incident reporting, coordinated dispatch, shared radio communication, real-time information sharing and cooperation across different neighbourhoods and jurisdictions. This helps participating organisations develop a clearer understanding of what is happening, which resources are already responding and where additional assistance may be required.
Community members are an essential part of this network. Residents are often the first to notice suspicious activity, dangerous conditions, fires, accidents or people in distress. By providing reliable information through recognised reporting channels, communities can help responders act sooner and make better-informed decisions.
Community JOC also supports the responsible involvement of trained community patrollers and volunteers. Participation must always take place within the law and in cooperation with SAPS, CPFs and other authorised structures. Community members should never place themselves in unnecessary danger or attempt to confront suspected criminals.
Our vision extends beyond crime prevention. The same communication and coordination network can assist during medical emergencies, veldfires, floods, severe weather and other community disasters. By connecting residents, responders and organisations, Community JOC aims to help communities become safer, more prepared and more resilient.
Community safety is not the responsibility of one organisation alone. It requires cooperation, trust and a shared commitment from everyone involved.
